I have been thinking about this sometime and waiting for the end of the football season to propose some rules changes to go in effect for the baseball season and beyond
1.) FIRST and foremost, the draft situation has to be fixed. We cannot, like the hockey draft, take months to make a pick
THEREFORE, starting with the baseball draft, I propose that there is a 48 hour limit to make your pick. IF you do not make a pick within 48 hours, you forfeit your pick to the end of that round or if the last pick of a round (the next round). If at the end of the round, that forfeited pick is not done within 48 hours, that pick is forfeited for the entire draft. IT is strongly encouraged that managers submit a draft list to the commissioner. IF your not available to draft during your time frame, the commissioner will take your top player ranked as your pick if you go pass your 48 hour time-slot.
EX: player had the 4th pick of the draft - and misses his pick. His pick is not placed at the end of the round (13th pick). The 13th pick and again, the player does not pick up a player during this 48 hour time limit. The pick is forfeited completely for the entire draft. This player cannot just choose to draft a player after the 7th pick - his penalty is that he loses his draft pick after the rest of the round.
EX: The player has the 12th pick of the draft. IF no one else has missed a pick in that round, his next pick is 12 picks later in the next round. (1st round - would be the 13th pick in the second round). IF it is the final overall pick in the last round - the pick is overall forfeited altogether. The 12th pick is typically last years champion so there is no excuse for a league champion not to get their pick in on time.
2) Currently for football, a NA/IR player can be picked up at midnight on Saturday after the first game played. For football, the NA and IR rule should be changed to be the same as the other three sports - that you must pick up a player after playing two games. The player would then become available as part of Tuesday rolling waiver following the second game. In addition, an IR or NA pick in any league cannot be listed on a roster if the player has not played the previous complete 2 years. IT is strongly encouraged that managers submit a draft list to the commissioner.
3) In football only, we should have consider a FAAB budget of $100 for the season.
4) Approval of trades should be made by a committee of five managers. The commissioner and A.C. will be two of these five players. The other three managers will be the winning managers for the football league, baseball league, and basketball league. If one manager wins more that one of these three league (or is the commish or asst commish, the hockey champion will fill in as the fifth manager. In an instance were five people cannot fill these position due to multiple leagues winning, the second place finisher will then be chosen using, in order of precedence, the football league, the baseball league, the basketball league, and the hockey league. If five managers cannot be chosen using these second place teams, the commissioner will then appoint the fill-in managers until such situation is corrected.
5) The drafts will consist of 3 rounds in each league with the exception of hockey which will be two rounds only. After the prospect draft, the supplemental draft will immediately start. After the last manager in the supplemental player drafts, Free Agency will open 3 days later at 8 AM CST. (example draft ends on the 11th - whether at 10 am or 10 pm, Free Agency would then open on the 14th at 8 AM.
6.) If a team is inactive for 2 weeks (unless prior notification was given and approved by the commissioner beforehand) or does not set their roster for two weeks; they will be subject to immediate replacement in all leagues they are in.
7.) IN football, the final flex position should be a RB/WR/TE instead of just RB/WR.
8.) In football, return yardage should become a stat position for both offensive and defensive players (defensive players should get credit for tds too on returns). In addition, kickers should lose 1 point for each missed fg and 2 points for each missed xp. Interceptions should penalized just like lost fumbles with a 3 point deduction instead of 1. Fumbles should be eliminated as a deduction with just lost fumbles counting at a 3 point deduction. Quarterbacks should get a 1 point penalty for each sack they take. Defenses should get points for tackles for a loss (1 pt each) and for three and out possessions (3 points each). Defensive players should get points for Tackles for a loss (1 pt each).
9. Starting with the baseball season, continuous waivers should be utilized on a weekly basis processing on Tuesday, Thursday, and Saturday of each week. This will make waiver pickups more fair as everyone will have a chance at a player.
10. IF a protected player is picked up during the season by another team, a warning will be given the first two times. IF this error occurs in one sport season 3x, a third round pick will be forfeited. IF 4 times in one sport season, the second and third round pick will be forfeited. IF 5 times in one season, all three draft picks will be forfeited. IF 6 times in one season, the manager will be reviewed and considered for replacement. IF this manager does quit or is replaced, the replacement manager will not be penalized and the draft picks are returned for the replacement manager to use. A protected player is defined as a prospect, NA or IR that has not yet met the requirements for general pickup by all managers.
These rules I believe will provide one - managers who have to be more active - and two - a better competitive scoring system. Comments
